Comprehensive reconstruction of the most affected settlements, protection of energy infrastructure, a 145-kilometer water pipeline, roads, bridges, and border crossing points—these are the priority projects of the Recovery Agency. Mustafa Nayyem, head of the Agency, shared these updates during a wrap-up meeting of the Ministry of Restoration team with diplomatic mission heads and the public.

Currently, the Recovery Agency is working on rebuilding 46 facilities across 9 regions and implementing an experimental project focused on the comprehensive restoration of five heavily affected settlements. In total, more than 300 facilities will be constructed in these areas.

“We are protecting energy infrastructure on three levels. The first level is passive protection—gabions and big bags. So far, we have secured 103 facilities across 21 regions. The second level involves protection against drones and Shaheds: 22 substations and 63 autotransformers. We are constructing protective structures in 14 regions. The third level focuses on missile defense, with plans to protect 22 substations in these same 14 regions.

One of the Agency’s largest and most critical projects is the construction of a main water pipeline to supply over a million residents affected by the destruction of the Kakhovka Hydroelectric Power Plant. The pipeline will deliver 550,000 cubic meters of water per day—enough to fully resolve the water supply issue. To accelerate the process, more than 1,000 workers and 400 units of heavy equipment are working around the clock in three shifts at the site.”
